Arthur Liou represents public and private sector labor unions, providing advice and advocacy in arbitrations, administrative proceedings, and litigation. He also has experience advising on campaign finance, legislation, and internal union matters. Among other things, he has successfully litigated to preserve public employee retiree health and pension benefits in multiple appellate cases, drafted and advised on referendums and initiatives, and helped develop card-check neutrality agreements. Arthur has also extensively litigated the right of California public employees to strike, both before the Public Employment Relations Board and California courts.
Arthur is a former law clerk to the Honorable Betty B. Fletcher of the U.S. Court of Appeals for the Ninth Circuit. Prior to that, he served as a legal research attorney for the Honorable Peter Busch in the law and motion department of the San Francisco Superior Court. He received his law degree from the University of California, Berkeley, School of Law and his undergraduate degree from Yale University. Before attending law school, Arthur organized workers in healthcare, the public sector, and education.
